The Big Business Solar Double-Dip: What Is the Commercial VEEC Rebate, and How Do You Claim It?

If you run a warehouse, a manufacturing plant, a large retail space, or a community facility in Victoria, you already know daytime power costs are a major operational headache and there's a state incentive most businesses haven't heard of yet.

‍The Big Change: Upfront VEU Discounts Are Live

‍The Victorian Government fundamentally changed the economics of business solar by introducing the Commercial and Industrial (C&I) Solar Photovoltaic activity (Part 47) into the Victorian Energy Upgrades (VEU) program. For the first time, systems between 30kW and 200kW can receive a large upfront discount on day one, rather than undergoing ongoing measurement and verification over several years. The VEU partners that we work with as Accredited Providers, calculate the lifetime carbon abatement of your system upfront, turn it into tradeable Victorian Energy Efficiency Certificates (VEECs), and we pass the value directly to you as a point-of-sale discount.

‍As a worked example: a 200kW system installed in regional Victoria  generates around 520 VEECs. At an indicative market price of roughly $70 per VEEC, that's approximately $36,400 off your project invoice, before you even get to the federal rebate below.

Stacking State & Federal Rebates

‍The VEU discount is fully stackable with federal incentives. For systems up to 100kW, you claim federal Small-scale Technology Certificates (STCs); for systems over 100kW, you generate Large-scale Generation Certificates (LGCs). From 1 October 2026, subject to the required regulations being finalised, the federal government is expected to lift the STC ceiling from 100kW to 1MW - meaning even larger systems may soon claim the simpler upfront STC discount instead. By layering the state VEEC discount on top of the federal certificate value, the payback window for a typical commercial system drops significantly.

‍Technical Requirements for Eligibility

‍As an Accredited Provider, we manage the compliance process end to end. The key requirements are: the premises must be non-residential; total PV module capacity must sit between 30kW and 200kW; the system needs a total connected inverter capacity of at least 30kVA; panels and inverters must be listed on the Clean Energy Council (CEC) approved products list, with a minimum 10-year warranty on panels and 5 years on inverters; and the installation must include an end-user accessible monitoring portal.

‍The Market Catch: Fluctuating Value

‍Because VEECs are a market-traded commodity, their exact value fluctuates with supply, demand, and annual state energy reduction targets. The longer you delay your project design and network connection application, the more exposed you are to changing certificate values. A fixed quote locks in your position before the market shifts.
